Accept Forgejo artifact-list entries that omit workflow_run only when the authenticated run-scoped listing provides an exact matching run_id. Preserve rejection of missing/mismatched IDs and mismatched commit metadata.

Validation: pinned focused suite passed 11/11; py_compile and git diff --check passed.
